Roofing in Toledo's Old West End

The Old West End's large, older homes have some of Toledo's most complex roofs. In the historic district, exterior roof work comes with an extra review step.

Roofing in the Old West End is a different job from a ranch house in the suburbs. The neighborhood has one of the largest collections of late Victorian houses still standing in America, along with Georgian, Colonial, Italian Renaissance and Arts and Crafts homes across about 25 blocks, as 13abc reported in 2026. Homes like these often have steep slopes, dormers, box gutters, and slate or clay tile roofs. Inside the historic district, the look of the roof matters to the city as well as to you. This page covers the review process and what to ask roofers who work on older homes.

Do I need approval to replace a roof in the Old West End?

Yes, if your home is inside the historic district overlay, exterior work needs a Certificate of Appropriateness before it starts. The Old West End Association explains that applications are reviewed by the Old West End Historic District Commission, and that not every Old West End address is inside the overlay, so check your property first. The City of Toledo also notes that historic-district properties may need a Certificate of Appropriateness before work begins. A building permit from the Division of Building Inspection is a separate step.

How the review works

  1. Confirm your address is inside the historic district overlay (the association's site links to a map).
  2. Read the Old West End Design Guidelines, adopted in March 2025. Re-roofing with like materials is often approved by staff without waiting for a full commission meeting; recent commission reports list several "reroof using like materials" jobs as administrative approvals (source). Changes such as adding gutters to a clay tile roof go to the full commission (source).
  3. Apply for a Certificate of Appropriateness through the Toledo-Lucas County Plan Commissions at One Government Center, Suite 1620, 419-245-1200 (source). Applications are due ahead of the monthly meeting.
  4. Once approved, your roofer pulls the city building permit and schedules work.

The association says work done without a Certificate of Appropriateness can be reported to 419-245-1220, the city's building inspection line.
